Include CODE_OF_CONDUCT.md file #653

This CODE_OF_CONDUCT.md file follows the template from CESM, but replace CESM with NorESM, and remove specific UCAR content. The original CODE_OF_CONDUCT.md file is still available in the noresm_develop branch.

Maybe delete the US federal or state law section? Does Norway have equivalent 'protected category' laws?

@rosiealice - Thanks for comments! I removed the specific mention of US federal and state law.

Maybe too much detail, but in Norway people's physical addresses are in the public domain anyway. Maybe a different example? I can't think of one that is appropriate though.

I removed the part with addresses, the statement can work without examples.

@TomasTorsvik We discussed in of of the NCC meeting to include a form which could be used for reporting, but we had some discussions on who to include in such a form -- like who to report to (if I remember correctly). Is this bypassing that form? (which probably is a good thing), or do we need that form? (then I can update it)

@adagj - it's a good question. The reporting should not go through gitHub, so maybe a form could be useful in this case.

Have clarified to whom to report. Instead of administrators to a chosen representative of the NCC consortium. Did a commit, which maybe? preturbed the PR (sorry).

I believe we can add this specific information on how to contact somebody when this is clear. Clarification is under way at NORCE. I suggest we merge and make this now public.
